The loud whistle you described normally means that the lower crossbar channel cover isn't in use. If you lost yours we have the part # RRM626 for a replacement that can be cut down to the correct length. The Curt Echo Mobile Trailer Brake Controller # C51180 would not under normal circumstances apply the trailer brakes when you hit bumps. It does have an inertia sensor that looks for sudden changes in movement to apply the trailer brakes, but the brakes of the tow vehicle would have to be on for that to happen first.
